Liberal Party 2026 Convention resolution: a Canadian Artificial Intelligence Act

A policy resolution adopted by Liberal Party of Canada members at the party's 2026 National Convention in Montreal, calling for the introduction of a Canadian Artificial Intelligence Act (CAIA) modelled on the European Union's AI Act to regulate the use of AI in Canada.

The resolution proposes risk-based regulation: high-risk AI systems — such as those used in health care, policing, and judicial settings — would have to demonstrate safety, fairness, and bias mitigation before deployment, with meaningful human oversight, interpretability, independent audits, strong cybersecurity, high-quality representative data, clear labelling of AI-generated content, and protections for mental privacy and brain data. Limited-risk systems would face transparency requirements, and industry representatives would be barred from voting on or auditing the rules, participating on an observation-only basis. It sets an implementation timeline of drafting and advancing the CAIA by 2026, strengthening or establishing oversight bodies by 2027, and full implementation by 2028.
